Kolyo Petkov Kolev is an experienced IT and public sector executive with over 25 years of professional experience in the Bulgarian Customs Agency. Since January 2019, he has served as Director of the Directorate “Information Systems and Analytical Activities,” where he leads the strategic planning, development, and modernization of customs information systems in compliance with EU requirements. Throughout his career, he has held senior management roles in IT, statistics and automation, overseeing large teams, national-level information systems, and complex digital transformation initiatives. He has extensive experience as a project manager and coordinator for EU-funded projects, including the BIMIS Phase 2 project and initiatives related to electronic customs and corporate IT architecture. Mr. Kolev holds a Master’s degree in Economics and Transport Management and has specialized training in IT service management, system administration, and project management.
