Maka KHVEDELIDZE Technical Officer Performance Measurement & Quality Assurance Unit Implementation and Capacity Development Directorate World Customs Organization Maka KHVEDELIDZE is a Technical Officer in the Performance Measurement & Quality Assurance Unit within the Implementation and Capacity Development Directorate of the World Customs Organization (WCO). She leads the development and implementation of the WCO Performance Measurement Mechanism (PMM)—a robust, comprehensive, and scientifically grounded methodology for measuring Customs performance. The PMM covers all major areas of Customs competencies, including trade facilitation and economic competitiveness, revenue collection, enforcement, security and protection of society. It is supported by a web-based platform with integrated data analytics, designed to identify strengths and weaknesses in Customs processes, set reform priorities, establish performance goals and targets for continuous improvement, and inform evidence-based capacity building interventions. Maka actively supports WCO Members in establishing, enhancing, and implementing national monitoring and assessment tools to measure the efficiency and effectiveness of Customs operations. Prior to joining the WCO Secretariat, Maka served as Deputy Head of the International Relations Department within the Customs Administration of Georgia. In this role, she led international cooperation initiatives, conducted institutional needs assessments, and negotiated Customs-related components of bilateral and multilateral agreements. She also led a team of professionals in supporting and organizing the 2017 WCO IT Conference and Exhibition, held in Tbilisi, Georgia, under the theme “The Power of Data.” Maka had the privilege of serving as Master of Ceremony for that event, welcoming more than 500 delegates and facilitating discussions on high-priority topics such as e-commerce, big data and predictive analytics, blockchain technology, data governance, single window environments, and integrated supply chain management.
