Gavin McCann heads Border Innovation Strategy at HM Revenue and Customs. He leads identification of the priority goals and opportunities for innovative transformation of the customs system, and ways and means through which to realise these. Furthering these objectives has frequently led to co-ordinating collaborative projects with wider government, trade, and the technology sector to test, evaluate and establish how to scale promising innovations. Key focuses at present include customs system digitalisation, and applications of AI to improve customs processes.
A career civil servant, Gavin’s varied previous roles include leading the design of key parts of the UK’s pandemic income support programs as head of employment status policy, serving as principal Economic Advisor on personal tax at the UK Treasury, and leading UK government analytical programs on the migration and labour market impacts of EU exit.
