Mr Jailson Da LUZ COSTA is an IT Expert at the ECOWAS Commission (Directorate of Customs Union and Taxation) and a core technical resource for regional interoperability initiatives, including SIGMAT and its integration components. With more than 20 years of experience in information technology and software development—including 8 years supporting the Customs Administration of Cabo Verde—he brings deep, hands-on expertise in delivering mission-critical customs solutions. Over the last five years, he has worked with ECOWAS and GIZ to support regional digital integration efforts, collaborating closely with national customs IT teams to define data exchange specifications, design secure and resilient connectivity, and lead onboarding, testing, go-live readiness, and operational support. His work focuses on building practical, scalable, secure, and maintainable solutions that can be adopted across heterogeneous national systems and varying infrastructure constraints, strengthening trust and efficiency across cross-border trade processes.
