Satoko Kagawa serves as the Director for Customs Administration Research Office at Ministry of Finance (MOF) Japan since 2025, with responsibility for formulating the Japan Customs’ mid to long-term Strategic Plans, as well as developing and utilizing Artificial Intelligence and other advanced technologies for Customs procedures and operations in Japan.
Previously, she served as a Technical Officer at the World Customs Organization (WCO) for 4 years, being responsible for the delivery of E-commerce Framework of Standards, Practical guidance on free zones, guidance on railway customs procedures and for the discussion on the revision of the Revised Kyoto Convention. Ms. Kagawa holds an MBA degree from the Darden Business School at the University of Virginia in the US.
