Superintendent Matt Rowe is a highly experienced law enforcement and border management professional with two decades of service in Australian Customs and the Australian Border Force (ABF). Since April 2023, Matt has served as the ABF Counsellor Europe, Africa and the Middle East (based in London), where he leads strategic engagement and operational coordination with bilateral and multilateral partners across three continents. His work supports Australia’s global border security posture, trade enforcement priorities, and international cooperation on supply chain integrity.
Matt began his career in 2005 in Sydney, gaining early experience in Customs Compliance, Air Cargo operations, and complex investigations. Over the years, he has held senior leadership roles across the ABF, managing multidisciplinary teams in high-risk operational environments spanning air, sea, and postal domains. His expertise includes tactical capability development, strategic enforcement planning, and the disruption of transnational organised crime within global supply chains.
He has served in key executive positions including Superintendent Investigations NSW, Chief of Staff NSW, and Superintendent Tactical Capability Operations, where he oversaw the ABF’s discreet surveillance and CCTV capabilities—critical tools in intelligence-led enforcement. Matt has also undertaken a secondment to a multi-agency taskforce focused on investigating organised criminal infiltration of the supply chain in New South Wales, further deepening his expertise in cross-agency collaboration and criminal investigations.
Matt holds formal qualifications in government investigations and international trade, including a Diploma and Certificate IV in Government Fraud Control Investigations, and a Certificate IV in International Trade and Facilitation (Customs Brokering). His career reflects a deep commitment to protecting Australia’s borders, enhancing global trade compliance, and fostering international partnerships in customs and law enforcement
