Vyara Filipova World Customs Organization

Ms. Vyara Filipova is the Head of the Data and Technology Policy Unit in the World Customs Organization (WCO) Secretariat, a position she holds since July 2025. In this role, she leads the WCO’s work on data- and technology-related policy matters, supporting Members in leveraging innovation, digital solutions, and emerging technologies to strengthen Customs operations and international cooperation. Since April 2016, Ms. Filipova has served in different roles in the WCO Procedures and Facilitation Sub-directorate and worked on a broad range of trade facilitation topics, including e-commerce, transit, the role of Customs in natural disaster relief, the Customs Convention on Containers, and the development of a global Non-Intrusive Inspection data format. She has provided technical assistance and capacity building support to WCO Members on the Revised Kyoto Convention (RKC), transit, relief consignments and e-commerce. Before joining the WCO, Ms. Filipova worked for more than 15 years at the Headquarters of the Bulgarian Customs Administration, where she was responsible for multilateral cooperation and the management of Customs modernization projects. She holds a Master’s degree in International Economic Relations.
